need a ten page term paper that outlines the US drug policy over the course of history starting with Nixon´s declaration of the “War on Drugs.” The paper should focus on the stance of Nixon, Reagan and Clinton. You´ll find the desired structure of the paper in the attachments. The introduction and conclusion should be 1/2 – 1 page each. The main body is divided into four parts: 1) Nixon´s drug policies 2) Reagan´s drug policies 3) Clinton´s drug policies and 4) comparison of the rhetorics of speeches of each of these presidents.
Parts 1-3 should introduce to the drug policy of the respective president, providing background information of the time period and what lead to these drug policies. Here a speech of the respective president should be used examplary to state their stance towards drugs and their policies (links will be uploaded in a separate file). Then an act that was passed under the respective president should be introduced and analyzed. Afterwards the impact of each president´s policy and act on the black communities should be outlined. 
Eventually there should be a comparison of the rhetorics of the president´s speeches on the “War on Drugs” and how those correlate/ what that tells about their stance.
