2) Decentralization has brought about increased autonomy and stimulated economic growth. But it has also devolved power to local governments, which gave rise to various social problems. Discuss the pros and cons of decentralization in the reform period given the one-party system.

What does Lee mean by “decentralized legal authoritarianism”? What are the contradictory state goals inherent in this political economic structure?
By “decentralized legal authoritarianism”, Ching Lee is referring to one of three intersecting conditions that contributed to labor activism in reform China. One of these conditions is the political economy of decentralized legal authoritarianism. The rise of labor unrest in China was caused by market reform in China that is represented by the state’s strategy of decentralizing accumulation and legal authoritarianism. In other words, the term itself – “decentralized legal authoritarianism” – refers to this strategy of decentralized accumulation and legalistic legitimation of authoritarian rule. This political economic structure created important features of labor protests that became common across China, such as local state targets, cellular activism, and mobilizing the ideology of legalism. Decentralization allows local governments to become responsible for developing a pro-business local political economy and establish labor laws in order to maintain social stability and address labor conflicts. These local government agents are called on to implement these labor laws because the central government is keen on resolving labor issues in China and social conflicts. This is significant because it showcases how the central government plays a huge role in the contradictory state goals inherent in this political economic structure. The contradictory state goals inherent in this political economic structure are represented by the four
institutional factors in Minxin Pei’s view that accounts for the decentralization of state predation such as the availability of new exit options, the decentralization of property rights, the erosion of ideological norms, and the declining monitoring capability.
